The Core registries
Three files, published as data. A property term fixes a unit and a causal class. An assay fixes the conditions that make two results comparable. A closed vocabulary fixes the permitted values.
Files
Each registry is normative for the terms it lists.

The registry fixes the class. A package may not contradict it locally.
